Enhancing Keighley’s Town Centre

Keighley Town Council is committed to improving the town’s appearance by supporting independent businesses in upgrading their shop fronts. The Shop Frontage Improvement Grant Scheme has been established to enhance the character and quality of shop fronts.

What is the Shop Frontage Improvement Grant?

This grant scheme provides financial assistance to independent businesses within the Keighley parish area that want to improve, repair, or replace their shop fronts. The scheme aims to encourage high-quality shop front designs that align with the town’s character and contribute positively to its overall appearance.

Who Can Apply?

The grant is available to independent retailers who:

  • Own or lease premises within the Keighley parish boundary.
  • Have a ground floor, street-facing retail unit.
  • Are already occupying the premises.

Businesses that are NOT eligible include:

  • Pawn brokers, adult/private shops, betting shops, charity shops, vaping shops, and licensed premises.
  • National chain stores.
  • Residential properties.

What Can the Grant Be Used For?

Eligible improvements include:

  • Replacement or repair of shop fronts, windows, and doors.
  • Reinstatement of historically styled shop fronts.
  • Painting shop fronts and upper floors.
  • Signage replacement in line with the town’s character.
  • Internal security grilles.
  • Associated costs such as planning and architects’ fees.

Note: The grant does not cover exterior shutter boxes or retrospective work.

How Much Funding is Available?

The grant can cover up to 50% of eligible project costs, up to a maximum of £1,500 (excluding VAT). For example, to receive the full £1,500 grant, the applicant must spend at least £3,000 (excluding VAT) on improvements.

How to Apply

To apply for the Shop Frontage Improvement Grant, applicants must submit:

  1. A completed application form (available at keighley.gov.uk/grants).
  2. Two quotes for each element of work.
  3. Proof of ownership or lease agreement.
  4. Required planning permission or building regulations approval from Bradford MDC (if applicable).

Applicants must obtain written approval from the Town Council before any work begins. The grant is paid in arrears, meaning businesses must initially fund the project and then claim reimbursement upon completion.

Payment and Conditions

  • Applicants must submit invoices and bank statements as proof of expenditure within four months of grant approval.
  • Payment will be made via BACS transfer to a business bank account.
  • Works must comply with local planning regulations and enhance the area’s visual appeal.
  • The grant cannot be reapplied for within 12 months, and businesses receiving the full £1,500 will not be eligible for future funding under this scheme.
